Isaiah 45:1-7 So says Jehovah to His anointed, to Cyrus, whose right hand I have made strong in order to humble nations before him. And I will loosen the loins of kings, to open before him the two-leaved gates; and the gates shall not be shut. I will go before you, and make hills level. I will break in pieces the bronze gates, and cut the iron bars in two. And I will give you the treasures of darkness, and hidden riches of secret places, that you may know that I am Jehovah, who calls you by your name, the God of Israel. For Jacob My servant's sake, and Israel My elect, I have even entitled you. I have named you, though you have not known me. I am Jehovah, and there is none else, no God besides Me; I clothed you, though you have not known Me; that they may know from the rising of the sun, and to the sunset, that there is none besides Me. I am Jehovah, and there is none else; forming the light and creating darkness; making peace and creating evil. I Jehovah do all these things.

The passage from Isaiah was written 200 years before Cyrus was born. God clearly had a plan for Cyrus' business. Have you considered that that plan was a ministry plan?
God planned for Cyrus to be the restorer of Isreal after its first dispersion. He included in Cyrus' ministry plan the rebuilding of the Temple.
